admission procedure

hello everyone..sir i am mca qualified and net exam cleared this time .i cracked gate exam too but 

didnt get good marks. now my teacher suggest me to go for phd from government college. can anyone 

plz suggest me good government college and their admission procedure and fee. and also tell me will i get some money 

for doing phd  if no thaen from where i can manage to get some money by teach..mi financial condition is not so good. so i need money too . plz give me correct info and direction
