Why the cutoff for MS is so less than that of M tech in IISC?

It is interview cutoff only. They might be calling more people or less number of people might be applying there. But conversion number from research interview call to getting selected is very low in all IIT/IISc. due to less research knowledge among candidates.

Sir, as there is no upper bound on completion time of MS program. If one couldn't do well then one can get stuck in such programs. Can this fear be the reason for their less cut off?

Do they give preference to people having good publications ? Also if I want to apply to Intelligent Systems, is it that they will expect me to know some concepts of machine learning or just basic knowledge in probability and linear algebra will help ?

yes.. good publication have very good weightage. Basics are more important for interview, but any higher knowledge is better.

Sir , is there a chance that the MS period gets extended beyond 2.5 yrs like MS in other IITs? or is 2.5yr a strict upper bound ?

its like MS- some people do in 1.5 and some take even 3 years. There is no strict upper bound (neither lower bound).
