9 should be the answer.  equation would be  6*3 + x*2 = 12*2( as degree should be less than 3 given in ques an we need to find min no of vertex so degree should be higest among it's value , therfor we will take it as 2)

this will give x value as 3 therefor total vertex value will be 9.
