Doubt Reg ER Model Cardinality

Question

Each Department is required to have atmost one employee as manager

My interpretation is 
for Department : Cardinality=1 Particiaption=0 
for Employee Cardinality=1 and Participation is what? (1 or 0)

Are they correct ?

But if you want to conclude, Then each dept have at least one manager (They haven't said at least one employee)

so cardinality of dept is : N, participation can be 0

Each emp has to participate in at least and atmost 1 dept. Hence emp cardinality and participation = 1

They said at most one manager, not at most one employee. (I have interpreted this way)

I mean a dept has many employees among them 1 will be manager. (this statement makes sense)

@ashwin, one more thing if i have two entities one being STRONG say Person and other being WEAK say License then License will be on total participation.then cardinality and participation of License are 1 ;; and for Person participation =0 and cardinality is 1

are above statements correct ?
