it is not ever possible to get effective bandwidth(throughput) more than channel bandwidth.

always, throughput<=64Kbps.

given qsn is not correctly framed.

Efficiency = W*Tx /(Tx + 2*Tp)

Tx = 4096 bits/64Kbps=64ms

Tp =  propagation delay from user1 to satellite and satellite to user2 = 2*256ms

Efficiency= 15*64/64+2*512=0.8823

Throughput= Efficiency* Actual data rate=0.8823*64=56.4672
