What do you mean by proper implementation of COAP ?
Regarding the cutoffs i believe may come down , my deduction is based upon gate scores and marks comparision with previous years i found that for same rank last year the gate score was more last year and since institutes need to fill up seats which directly corresponds to ranks , so all institutes using gate score as cutoff must lower their cutoff to fill seats.But i am not sure on this , maybe someone who knows better could tell
