How it is 2 ? ( even the examiner provide answer as 2, we can't follow them BLINDLY )

if you got it, how it is 1, then OK

Because, in 1:1 we can merge R with any one of the table. And another table we have to make for single entity set.

Am I right, Please correct me if wrong.
