In floating point representations , how to determine what is to be subtracted from the exponent ?
In 32 bit representation, somewhere it is said to subtract 128 from the exponent, somewhere it is written 127 to be subtracted ?
How to check this ?

With the Excess K information.

It must be given that , "Exponent is represented in Excess K format".

Eg. Excess 127 format demands subtraction of 127

what if excess value is not given ?

Something would be given , single precision , double precision .

If nothing is given at all , then I think 2s complement representation might be only choice

Take the number which makes your 2's complement range positive
