$F=A'B'I_0 + A'BI_1+AB'I_2+ABI_3$

$F = A'B'C+A'BC+AB'C'+ABC$               (assuming order as ABC, A MSB and C LSB)

$F(A,B,C)=\Sigma_m(1,3,4,6)$

Based on select lines order answer would differ..

what is the default way to select select-lines

C is given as input , and A, B given in select line , it is not given F should be in way of F(A,B,C), so A and B are select line and something is not defined explicitly , so we follow normal way 00(A'B') for selecting I0 , 01(A'B) for selecting I1 , 10 (AB') for selecting I2 and 11(AB) for selecting I3
