For discrete mathematics, I am referring to Eric Rosen.

After reading a section I can solve most of the exercise questions in a few minutes. But some (which are marked difficult (*) or challenging (**)) take a lot more time.

How does one approach these questions? (should one be able to solve them? Then I need to find a resource better than Eric Rosen as the theory in the same isn't sufficient to solve the questions in time. Or, should one ignore them?)

hii Bro its just my suggestion to you

if you are following the book for combinatory part then i have small advice for you , you should complete first all  your higher weightage subjects and if you completed those then only you should invest huge amount of time to understand the concept in deep because i found that in gate combinarty part questions are complex and it will require very crystal clear concept and huge practise to aaproach these pyq .

Thanks bro! This is what I would be doing. But the general problem I wanted to highlight is to how to effectively use standard textbooks. While it is necessary to go through all exercise questions for mastering a given concept, is it necessary to do the same to get sufficient understanding required for gate?
