option B is wrong because even if some person don’t visit delhi the statement will be false. visit every city but also don’t visit delhi can’t happen together.

The expression ∃x∀y[visited(x,y)∧(y≠Delhi)] is incorrect because it implies "There exists a person for whom no city is Delhi and who has visited every city in India"
