The given question is a bit different from the given in ISRO. Here it is "either start with a 1 bit AND end with two bits 00".

In ISRO paper it is "either start with a 1 bit OR end with two bits 00"..

 

There is difference between AND and OR. So the answer should be 32 here which is option A. Please correct me if I am wrong
