That depends on where the cache is. A cache can be either virtually indexed or physically indexed. If it is physically indexed, a cache can be accessed only after address translation. But for virtually indexed ones, we don't need this. The "tag" can also be either physical or virtual.

Virtually indexed, physically tagged cache is the norm today.
