Yes you have to consider all the instructions after that instruction,  because suppose i1   execution take a lot of cycles so that there is a chance i3 using value of a  data dependent register before i1 has  completed modifing it.

shouldn't the answer for RAW = 2 as  we only consider the LAST WRITE .??
