Hey,

I have 69.1 % in B.Tech , will I be eligible to apply for IIT Delhi on basis of GATE score? I saw the website and it says 75% or 8.5 GPA.

That's only for direct admit- which is for like 10% of seats only. Others in IITD have interview- its like 70% GATE score and 30% interview. So, those having very high GATE score are given direct admit provided they have good CGPA- just to avoid interview hassle for them. 

If CGPA is 6.5 (60%) and above all M.Tech. opportunities are sure, For direct Ph.D., research admission CGPA might be important as many profs consider it important. But you certainly have no cause for worrying.

what is the chances for a guy with cgpa 7.5 to be selected for ms programm in any of the old iit??

matters very less. For MS it entirely depends on some prof- say if one person is brilliant in one subject he/she will be selected irrespective of any mark. But when they don't get enough good candidate they usually look CGPA (interview performance has more importance though).

the 8.5 gpa is for the iitian who is currently in their final year in any iits.these 8.5 cgpa holders of iits can do there mtech in the iits without appearing in the GATE exam.
