After filling the hash table according to given hash function and keys in the question I am getting 5 unfilled boxes.

So it should be (5/11)*(4/11) but in the solution it is given as 2* (5/11)*(4/11).

I am not understanding why they have multipled it with 2.

two new keys can be inserted in any order that's why answer will be multiplied by 2
