We only need to assure that either of the two conditions is true. But in case, by chance, they both are true, we don't care because it satisfies one of them hence that string is there in the language.
eg. a3b2c2d3 ie aaabbccddd satisfies both the conditions and is still in the language.

So it can be read as "at least one of the two conditions must be satisfied"
