a*+b* is epsilon , stream of a(a,aa,aaaa,aaaaaa) or stream of b(b,bb,bbb,bbbb)
(a+b)* is everything in ab has to offer

its not hard to see the difference , a* + b* denotes the union of two individual language ( a* , b*) while (a + b)* denotes the complete language ( all the strings that can be formed on the alphabet {a,b} )
