We do not need today in India extraordinary specialists but those trained ordinary doctor who are dedicated to their profession

conclusion 1 : We should promote medical profession with dedicated ordinary doctors rather than promoting high specilized medical education

conclusion 2 :extra ordinary specialists are not dedicated to their profession

i think no one satisfied

from the statement i concluded that      we need dedicated ordinary doctors 

but i am not able to conclude that we should  promote this thing 

i think both need and promote are different 

lets suppose i need money from this i can not conclude that i should go for job so that i can get money

But if I need money we can conclude that I should try to get money. Whether to do job for money is not a conclusion.
