Can I use previous year GATE score in IIT m.tech admission(since GATE score is valid for three years)?

If your GATE score is valid till $x$ years, you can use it for admission for $x$ years starting from that year.

Nope. Same preference. Though PSUs don't consider previous year scores as far as my knowlegde goes.
