Why we used 8 here...means 8 is representing what??

$\mathbf{8}$ is the number of columns in each row.

Row major order = 451 + [(4-0)*8+ (5-0))*1 B = 451 + 37 = 488

Here i assume size of int is 1B . and lower address by default is 0.
