Which Gate score to use for admission for multiple gate exam attempts? Please see the scenario in the description

If someone has given gate 2 times, in one he has high gate score but low rank, in the second he has low gate score but high rank, then which gate score should he use for admissions?

Would they be considering ranks as well then? Since they specifically asked which year's marks do you want to choose?

There are some places where they use different criteria- some use even marks. I'm not sure of them. All IITs/IISc uses score only.
