final year are eligible or not? in the notification, it is required to complete graduation on 04/04/2023. I will graduate in may should I fill or not

I am not sure.... but I think during application filling process you need to submit the final degree certificate .

I guess you can't fill up the application form because you need to have your degree certificate ready before the last date of the application submission date. You need to upload the same in their portal. Check here for the eligibility criteria for NIC 2023.
